    TheUnitedStateswasatpeacewiththatnationand，atthesolicitationofJapan，wasstillinco女ersationwiththegovernmentanditsemperorlookingtowardthemaintenanceofpeaceinthePacific。

    Indeed，onehourafterJapaneseairsquadronshadmenced波mbinginOahu，theJapaneseambassadortotheUnitedStatesandhiscolleaguesdeliveredtotheSecretaryofStateaformalreplytoarecentAmericanmessage。Whilethisreplystatedthatitseemeduselesstocontinuetheexistingdiplomatiegotiations，itcontainednothreatorhintofwarorarmedattack。

    ItwillberecordedthatthedistanceofHawaiifromJapanmakesitobviousthattheattackwasdeliberatelyplannedmanydaysorevenweeksago。Duringtheinterveningtime，theJapanesegovernmenthasdeliberatelysoughttodeceivetheUnitedStatesbyfalsestatementsandexpressionsofhopeforcontinuedpeace。

    TheattackyesterdayontheHawaiianislandshascausedseveredamagetoAmericannavalandmilitaryforces。VerymanyAmericanliveshavebeenlost。Inaddition，AmericanshipshavebeenreportedtorpedoedonthehighseasbetweenSanFranciscoandHonolulu。
